United States Driver Licencing System
(Under 18 Years of Age)
Please Contact DSAA Communication Office at 1-800-270-3722 if information is incorrect or incompleteTENNESSEE - Minimum age is 16, 15 for their learners permit and they must hold until their 16th birthday if they pass a vision and knowledge test. No road test given. Prior to obtaining a drivers license under age 18 must have had a learner permit for three (3) months, OR passed a certified driver education course of 10 days of class consisting of four VHS videos, an 18 chapter textbook and a 25 question test on each chapter (done at home) and 6 hours of behind the wheel without a permit with a certified instructor OR have had an out-of-state license for a period of three months. No Graduated Licensing.
TEXAS - Minimum age 18; 16 if approved driver education course of 32 hours classroom and 14 hours of behind the wheel is completed. Instruction permit issued to driver education student at age 15. No Graduated Licensing.
UTAH - Minimum age is 16. If not previously licensed, an approved course in driver education consisting of 18 hours classroom and 6 hours of driving instruction and 6 hours of observation must be completed by all new drivers, under age 18 they must also have 24 hours driving with a legal guardian. Learners permit available, must be at least 15 years-9 months of age. Valid for two to six months and must be accompanied by a licensed adult. Other restrictions apply.
Youthful operators under 21 years of age are issued provisional licenses. Operators with provisional license who accumulate 70 or more points under the Utah Driver Point System within a three year period may have their driving privileges suspended or denied from 30 days to one year. Written exam, driving and eye test required for original license. Applicants must demonstrate ability to identify and understand road signs printed in English.VERMONT - Minimum age is 18, 16 if approved driver education course of thirty hours of class and 7 hours of behind the wheel and 7 hours of observation are completed and they have the consent of a parent or guardian. If under 18, they must provide proof of school enrollment and academic standing.
Learners permit, minimum age of 15 years with parental consent. They must be accompanied by a licensed driver 21 years of age or older.
There is no graduated licensing.WASHINGTON - Minimum age is 16 with driver training of 30 hours of classroom and 4 hours of behind the wheel, otherwise, 18. Required age of 15-1/2 for learners permit (however, permit is issued at 15 for students enrolled in a high school driver training program).
No graduated licensing requirement.WEST VIRGINIA - Initial license for new drivers is probationary for ages 16-17, if approved driver education course has NOT been completed. Minimum age is 15 for an instruction permit; must be accompanied by written consent of the parent or guardian and a letter from their school principal confirming enrollment.
There is no graduated Licensing laws.WISCONSIN - Initial license for new drivers is probationary for all drivers, regardless of age. Minimum age 18; 16 if approved driver education course of thirty hours of classroom, six hours of behind the wheel and six hours of observation is completed. Learners permit is available at 15 years 6 months for students enrolled in a driver education course.

WYOMING - Initial license for new drivers is age 16. Written exam, vision test, road sign and driving test is required for the original license. Road test may be waived on completion of driver education course. Minimum age 16; under 18 need consent of legal parent or guardian. Instruction permit not required but available to applicants age 15 and older, must be accompanied by licensed driver 18 or older.
A restricted license may be issued to 14 and 15 year olds. Driving hours restricted to 5:00 am to 8:00 pm within a 50 mile radius of home.Feel free to call the Communication office with further updates or changes in laws in your state.
